I would believe that they would instead try something more subversive like data collection and cataloging, which is why I think we need anti-hacking pedes in the crowds trying to make sure public wifi is not collecting data on peeps, besides from that, just avoid being obvious and easily trackable.

We're talking about well-funded asymmetrical warfare. The attack would come from extremists (Antifa, BLM style), not the military.
