Historically, countries don't free slaves into where they were enslaved. It is either you send most of them back to where they came from, or you create a country or land for them. Look at the story of Haiti. Blacks have been exploited ever since slavery ended by their leaders, Marxists,race-baiters, DNC, and race hustlers ever since. if they came back organically, they wouldn't have so many problems despite being former slaves in America.
