Use a VPN app if you're using internet on your phone there. Several good cheap options. Nordvon, expressvpn, privateinternetaccess - any of those would be infinitely better than not using one.
Don't listen to glowies telling you they are useless. It's how banks and businesses keep secure. I have a feeling those comments are feds that hate vpns because they work.
Im an outdoors guy, last year i did a solo impromptu winter ascent of a 14er i had never even heard of a week earlier. You have any idea how hard it is to not kill yourself on a 10 mile roundtrip route with 3’ of snow and no tracks to guide you up or down? I had lots of summer pictures of the route, but the snow makes it a lot harder.
Anyhow, i worked in dc many years ago, been down many times since, and i know it pretty well. But i will have a map, even though i will probably have everything in my head by then.
This is great advice, thank you. I'd write some important info on the back, too. Hotel and room #s for other pedes. That kind of thing. Your phone might get broken when you're pounding some asswipe who hit you from behind.
For offline navigation from a phone, I highly recommend OsmAnd.

You can download full maps of pretty much anywhere, and it just relies on GPS. No internet needed.
Of course, a paper map should also be carried.

Most hotels still have maps and transit brochures in the lobbies. Make good use of them.

I agree- I have tried to navigate D.C. years back and it really seemed like internet navigation was scrambled--got rerouted constantly
Maintain situational awareness while looking at your map. Have a buddy doing overwatch at all times.
Being distracted is an invitation for an Antifa blitz.
