The rounds themselves are explosive -- they have timers set by the gun as it fires them. It uses active feedback of watching the bullets and adjusting the timer accordingly so they explode as they approach the incoming object. Sometimes they detonate the object, other times they blow it to pieces as the bullets are little grenades. If a small grenade blows the incoming charge apart, it basically just spreads its pieces everywhere before it can blow up. Other times it sets it off.
The red lights are rounds being shot out at incredibly high speed at incoming rockets which are hopefully and presumably disabled or shot out of the sky before they can hit the ground.

Not sure but I believe it’s like a Gatling gun used in navy ships that can track incoming flying targets.

Actually, at least in Afghanistan, there is a fire control officer who decides to shoot. Those guys have to be on their toes 24x7x365.
