If masks are mandated by your state for restaurants, then franchisees who get caught not enforcing the mandate will be subject not only to big fines and forced closure from local/state authorities, but also potentially to the loss of their franchise. These restaurants are owned by small business people, but are subject to local laws and to franchise agreements with the big companies who own the brands. The franchise agreements require them to comply with all laws.

The ones who enforce it aren't "damn communists", they're small business owners desperately trying to stay afloat. The ones who don't are at risk of going under. And most likely, the owner of that Little Caesar is requiring enforcement, but hourly employees who don't give a fuck if the owner loses his livelihood aren't bothering to enforce as they've been directed to.
