It would make sense to hold the driver responsible for innocent bystanders getting killed, but I think holding him responsible for the death of other accomplices is a little much.

I think those laws stem from the "I was only the driver" defense. Makes sense.

The DA in GA choose not to prosecute the 3 men involved in the 'jogger' shooting, then a new DA charged them.
Its never over until a trial happens and are not found guilty, then you can still end up in civil court.
Its a nightmare, our justice system is a mess.
