Hard to decipher but on further analysis, I think the Powell/Flynn plan,with lower chances of victory, is what his staff is trying to get him to accept. The 100% winnable plan is not explained but that seems to be the plan that his staff might be advising him against and it does not require martial law. The mystery then is what is this 100% foolproof plan?
