My memory sucks the order isnt correct I'm sure & I prob did it wrong, but, my guess is within the pandemic there were "sections/phases/parts/levels/whathaveyou" each one a specific purpose for public consumption & distraction simultaneously acting as the correct environment for specific military operations that could not be detected by ur average citizen aware of the former. This way while the military is doing what needs to be done the [knowing] are doing their "part" (willingly, forcefully, agreeably, aware, & or unaware) for the masses to take it all in. In the future when exposure happens everyone will understand because we all took part. It will make sense what didnt or even what wasn't "notice" will become like a thousand little lightbulbs.
