What agency is going to do the sting arrests? I can't think of any government agency that isn't really in on it as this point.

Not sure why the military wouldn't get involved. Despite what some guys in army said the other day, it doesn't matter what they think if the commander-in-chief demands it. And I don't think army is the branch that would be the mostly used for that anyways.
