I think it would be better to park in Crystal City. Both Bethesda and Crystal City border the District but Crystal City is actually closer to the White House and the National Mall. There is metered street parking or you can park in the Pentagon City mall where you would also catch the metro.
I have a spare car. I will park it in the middle of the street and put a sign in the window saying "waiting for a tow", If we all do this DC will not work.
