I think it may have to still do with trackable ballots .. there's something they put up which can pinpoint the LOCATION of the legal ballots from space. I believe it has to do with some kind of technology like graphene that may have been embedded in the paper - maybe who knows! Just throwing darts in the air.

They did print their own ballots. But the paper for printing probably comes from the same 2-3 suppliers. Maybe the feds made the paper suppliers comply. they just had to monitor the swing states.
