I think it may have to still do with trackable ballots .. there's something they put up which can pinpoint the LOCATION of the legal ballots from space. I believe it has to do with some kind of technology like graphene that may have been embedded in the paper - maybe who knows! Just throwing darts in the air.

I hope that guy Steve Pieczenik wasn't bullshitting us.

I hope but didn't states print their own ballots? If so keeping the lid on an op like that would be impossible.
