Just another $15 billion dollars more they can burn through before having to care about quality again.

If you wanted to sell more tickets you could, you know, make good movies? But why bother when you know Big Daddy Government thinks you're "too big to fail." So keep pumping out those Last Jedis and Captain Marvels and Batman v Superman because hey who cares its government subsidies that keeps the industry going now.

Convincing actual consumers to buy actual tickets? Too old-fashioned!
