The document in question is in reference to Georgia's state legislature and Georgia's state constitution. So while Georgia could legally pull its electors, all that really means in the larger picture is that Georgia just wouldn't be counted on the 6th for either candidate.
according to this guy Pence can begin talking to the legislatures on the 24th to settle the disputes and at least PA wanted to certify but the governor wouldn't call a session. Perhaps this can bypass the governors blockade.
Pence absolutely cannot order state legislatures into session to decide. Now, the question is, can he basically tell them "Resolve this or not - the choice is yours. But, if you don't, I'm going to toss your electoral votes."

Heβs absolutely entitled to do that in my view. Also, good faith interpretations of the law, if not all laws entirely, are dead.
