I believe that even if electoral votes are thrown out, a candidate still needs the 270 majority, i.e. you don't readjust the majority threshold
Not true. How would they have gotten to 270 when there were only 13 states? The number 270 is nowhere to be found in the Constitution.
270 is simply a majority of 538.
It's a majority of the electoral votes cast (disregarding any that may be disqualified - disqualified means they weren't cast for all intents and purposes.)
