Even 3rd world shithole nations force both chambers to read all bills IN SESSION. A projector is put up with the bill, and someone is reading it word for word from start to finish.
They're then allowed to hold more than 1 vote, because two readings are allowed. They read it, vote, and if it doesn't pass they get to read it again the next day, again, in session, and vote on it a 2nd time after a 2nd reading.
