Congress can say give the Army $1 million for buying blankets, but it's the Executive Branches job to award the contract; not congresses job; ie lobbiests cant give money to congress to get a contract, and if they give it to the Executive branch, that's a crime.
4.) Enforce the US Constitution as written solves 99% of these kinds of problems; and our Country's problems, including makes Election Fraud go away.
