Most of these huge allocations of cash are vague and will be left to regulators interpret. Elsewhere in the Bill there are specific distinctions for "females", so why not use "female education'?
I understand that most of these bills are actually written by lobbyists, but there should be some consistency. When signed, this will become actual law.
