No. They need a written rule that says the following

  1. Each proposed bill or amendment must be read by the sponsors in their entirety on the floor of the House/Senate

  2. Voting cannot take place until the entire bill or amendment has been read

  3. No Representative/Senator is allowed to vote if they were not present for the entire reading. If that reduces the number below what’s required for a quorum, well, sucks to suck. Be present for the next reading

Immediately eliminates 5000 page bullshit omnibuses since they would take days to read
