I live abroad. I can tell you they know you are outside the state just from the phone number. Whether they know you are registered or not in that state, I don't know.
While caller ID does exist, if they’re receiving a ton of calls they won’t be looking. Not to mention the amount of customers I have, that have out of state numbers because they never want to change their number. I say everyone call, because fuck em!
