It should be mandated 15 minutes per page between when its delivered and when a vote occurs. This 5000 page bill should have a 5⅕ day (6 days logically) window to allow both congress and the public to read it and absorb it.

First, I agree there should be a mandate on time between introduction and its vote. Second, your math is off. 15 mins/page on 5,000 pages = 52 days. Six days to read 5,000 pages is about 100 seconds/page, 24/7.
