If Trump does do this, there may be grounds to send troops, but he would have to be able to justify it to not only Americans, but to every single country watching. If it seems Trump is just starting wars for no reason (even though others have done it for less), it opens him up to global scrutiny and retaliation.
For now, his trade tactics are hurting China far more than any physical war could. Huawei has been decimated when compared to a year ago, and his bill of wanting to remove Chinese companies from USA exchanges is a deathknell up in the trillions.
