Before I escaped Northern VA(retired, moved to the mid-west)I used to work for a lobbyist, nothing high-level, but I do know how they work. They actually write, or sit down with their targets to write, what goes into the Bills. They give political donations, and other untraceable goodies like preloaded credit cards(one of the more popular items), to everyone in the chain that can get their interests taken care of. It's a sick business that needs to be burned down like everything else in D.C.
