This is actually more evil than the comments here suggest. In Pakistan, it's NOT legal for gay people to get married but it IS legal for people to change their gender (via surgery/hormones/etc.)...to allow them to get married. Because two men getting married is an abomination and wrong, but a man and a "woman" getting married is a-ok.
Transgenderism is basically the ultimate form of gay conversion therapy in rainbow colors and wokeness. So yeah, the term "gender programs" definitely sets off some red flags, because "gender programs" also likely includes tranny bullshit.
(Btw yes I know you can't actually change from male to female; I meant in the context of their government and legal context)
