This is correct. 'High Art' is basically used as 'chips' were the value is determined by the buyer. These 'chips' (or 'pieces' they call them) are then passed around, just as a means to legally exchange huge amounts of money. Want to give money to someone? Just buy one of their 'chips' from Sotheby's for $5mil and nobody bats an eyelid, because of course that sculpture of a man shitting himself is worth that much, only an uncultured pleb such as yourself would think otherwise!

I'm not 100% certain on the specifics, but the gist is you can label your shipping containers as something like "humidity- sensitive art" and it will bypass some federal inspections at the border. Useful for human trafficking, etc
