Probably there were some of his allies in Congress who wanted to send him a steaming pile of poo so it would be vetoed. Then when Trump gets another four years they can give him a clean bill. Must remember this is a game of sorts, congressmen can appear to play along with a game but sabotage it if needed. I personally know my congressman, he probably would do such a thing. It is legal gamesmanship.

It passed the senate with 92 votes. It’s veto proof.
Trump should vilify it and call out anyone who votes for override a traitor. See if they have to nerve to vote for it again?
