Robert Barnes has said a few times now that the Insurrections Act cannot be used here. There were restrictions added to it in 1875 to prevent the military from taking any active role in elections, and it is apparently a federal crime for any member of the the military to handle things like ballots.
I'm not a lawyer; But both Barnes, and Jenna are. Maybe they have a better understanding of these things than we do.

I will defer to Barnes' expertise on this then. But Insurrection Act doesn't solely mean has to be used for the election.
It can be used to restore peace which is vital IMO based on what has happened the past few months and what is currently happening.
