He tried once before, and it ultimately did not do anything...so why would he do it again?

Except SCOTUS riled in two separate cases this summer that funds can be transferred from the DOD military budget to build the wall... Which means Trump no longer needs separate funding from Congress for the wall.
I don't like the "stimulus" bill at all... But, I don't think the wall is an issue.
