They're not the end of the line but they have to go through another round of voting to get through so a) they need to have a veto proof majority and b) the lazy slugs would have to be serious about wanting to get the bill passed.

They laughed because vetos are not the end of the line. Some bills can pass with enough votes in congress to be veto proof.
On principle, it sounds good to make laws that are simply worded, but government has never worked this way.
