Sorry, no, that’s not how it works. Omnibus bill simply means there are a bunch of different topics all under the same law. But a President can’t simply reallocate on his own 1 trillion dollars of spending.

Discrectionary spending is up to the President to decide. It is usually the Presidents job to set the budget but Obama stopped that in 2013 and we've had continuing resolutions ever since.

Sorry, this is wrong. There are parts of the budget that a president can reallocate (such as when Trump ordered some Defense money to be used to pay for the wall) but we are talking of 1 trillion in spending. A President can’t simply spend that how he likes.
