There were restrictions added to in 1875 that prevent it's usage in the current situation, ie: elections. Look into it yourselves if you don't want to believe me, who is not a lawyer, and the others that say the same thing that are lawyers or constitutional scholars.

That EO allows for the sanctioning of foreign entities that were shown to have interfered with the election. But even those sanctions don't take place until another 40 days after the original report has been delivered.
If there were domestic partners with whoever interfered, then they would have to be taken care of by the DOJ.
