I don't doubt there may be some financial fuckery behind the scenes, but the organization spending 45m on politics is financially separate from the organization that receives taxpayer dollars. So "on paper" the taxpayer money is not part of this 45m.
Either way, how spending taxpayer money to support the killing of babies became the norm is beyond me
