The mask mandate was first implemented in 7 Bay Area Counties on April 22nd. Other jurisdictions followed shortly. A statewide mask mandate wasn't implemented until June in California.
The thing is, Trump becoming president in 2016 was a fluke. They probably thought they could manage him, and when they couldn't they threw everything they had at him. With the 2020 election coming closer and closer, and Trumps popularity only going up, they had to overplay their hand. That's why you first saw the insane lockdowns and dictatorial behavior in democrat controlled areas in 2020. You can see the way the democrats and especially Polesi has acted, that they were desperately trying to make sure Trump would not win another term. That would be devastating to their plan. They have spent 4 years planning for the 2020 election, and had probably thought that they could nudge the election so Biden would win. However Trump gained so many votes that they had to launch their plan B. They had to dump so many votes into the system, that it would be very obvious that the election was rigged. They had planned for that though. In the 4 years up to the 2020 election they made sure to compromise the state legislators and the courts, so that any challenge to the outcome would be thrown away. All they had to do was to run out the clock and make sure Trumps team wouldn't make enough headway before January 20th.
