The lack of bold action throughout his 4 years suggests this is true whether or not anyone wants to believe this Byrne guy. He keeps installing swamp rats in every key position yet fires people like Bannon and Flynn. He still allows them all to remain there after the election when optics no longer mean anything. I fully expected him to start cleaning house on Nov 4th but there's been no movement whatsoever. He seems completely paralyzed at this point.
