I think it was planned, governors defunding police and taking away their nonlethal munitions and basically left to to take abuse from terrorists all year and master how to control rioters, then steal the election, give police their weapons back just in time for when the patriots are ready to stand up. I may be wrong, but it feels like a trap to me, they've been psychologically prepping police for confrontation with Americans.
