Literally the ONLY possible way that’s true is if, and ONLY if, individual armed citizens are rallied together by a general or something. If not, it doesn’t matter how well equipped any citizen is. Any army of sufficient size, however shitty, can overwhelm one individual bunkered in their home after another.
I think guerilla style irregular warfare would far more efficient given that we could hide among civilians. The would obviously still have to coordinate to take over the country and destroy the enemy's infrastructure and seize his weapons. There's plenty of military manuals one can find online on how to do that.
