If there was ever a way to stop congress from all the "dealing" that results in pork and "quid pro quo" it would be by making any bill stick to only one topic. No more blaming the President or a political party for stopping the covid bill when there was a bunch of money set aside for other countries. No more mixing in your list of demands to make your bill worth it for your party. Thoughts?

Edit: By States I mean 3/4 of the Governors come together and do it, bypassing congress.

the concept of a "rider" needs to be specifically outlawed. They come up with a bill that sounds great and at the last minute someone tacks on a rider to the bill, just before vote, someone seconds it and then the vote for the original bill becomes bound to the original + rider. That has to be made illegal.

Good luck with that. This is like trying to get them to pass term limits for themselves. Didn't happen under Trump, it will never happen. It's too comfy being at the top.

“Omnibus” & “Comprehensive”: Whenever one of these words is used to describe a bill, you can be sure there’s a lot of pork stuffed inside—stuff that would NEVER pass on its own.
