I assume the OP is correct, that it's really the budget made up to look like a relief bill.
But even if it wasn't, we know that the Dems try to tie all sorts of stuff to any bill that they believe the GOP and the President will be forced to pass, because of how it would look if they didn't (or can be spun to look).
But CBS News yesterday (*) said only that it is a Covid Relief bill. So -- no surprise -- there's your lie.
