Notice there's only one conductor (multi-wire) -- that's power. You can't run communication lines in the same multi-wire conductor with AC voltage, and it doesn't make sense for each device to have an independent communication capability.

That means these devices are controlled by turning them on and off (perhaps frequency modulated for speed).

There's only one piece of equipment you'd just turn on, with an omni-directional area of effect: signal jammers
