Anything Congress does to limit control of the military, regardless if signed by the President, is unconstitutional and can be freely ignored. The Congress will always lose in court because the Constitution is quite clear that the President has plenary power with respect to the armed forces.

The Congress' check on the Executive is impeachment, not legislation that transfers power from the Executive to the Legislative.

Pocket vetos only happen if Congress adjourns.

If Trump does nothing and Congress stays in-session, the NDAA becomes law on Dec 24.

Or, it WOULD have, if Trump hadn't made Dec 24 a federal holiday...

So now, the NDAA becomes law on Dec 28, assuming Congress stays in-session.

If we're going to see Insurrection Act at all, it'll be this weekend - come Monday, he'll have to get permission from Congress to do so...

Pocket veto! If the bill is returned to congress within 10 days (Jan 1) and no one is there to receive it (congressional recess along with federal holiday) it is dead.

The amendment that requires the president to seek congressional approval for the Insurrection Act is part of the NDAA, not the COVID stimulus bill.

That bill was delivered to Trump on Dec 11.
