DC has around 5,000 uniformed officers. Let's be generous and say all available officers, FBI, CIA, and National Guard ALL come out to act as a defense (they won't), that's at most 25k? Being extremely generous?

Silly question, but is this why DC is not a state? It's not subject to the same laws. Doesn't DC operate as its own entity with its own rules? Again maybe I'm just misunderstanding.
