My old boss was a genius. Worked for him for 9 years, and every time he promoted someone, I would be absolutely pissed at his decisions. It was always the lazy, backstabbing idiots who got promoted and then shortly after, they would be let go and the search continued.
One day I could not take it anymore, and after a particular hire, I had to ask... Why do you constantly promote the people who have the worst track record in this company?
His response... I do not spy on my workers. I listen to my workers. When my workers tell me something is wrong, or there is a problem, I put the problem in the spotlight so it can be taken care of. That way, when I resolve the problem, everyone was aware of what was going on and no one in shocked when the problem disappears.
Not saying Trump did this exactly, but you never know. My boss basically said that, if someone is not doing good work, and they get promoted, their flaws will shine brighter as they burn up upon re-entry into reality.
