I think they vaccinated a floor of nurses and found one of the most outgoing nurses to speak. It wasn't planned that she die on cam. If that were the plan all of the accounts would have been faked as would her death. I think she legit died and they are trying to clean up a PR nightmare. Could have been a legit reaction, but the cleanup makes it looks messier than the truth would.
