Pointing out the obvious to someone who used the word, 'literally' then doesn't state the literal terms....
'and certain related matters' is a broad/open ended and vague term. 'literally says it only applies to the Durham probe' is NOT what it literally says.
Because the order literally says it only applies to the Durham probe into the 2016 shenanigans.
