Yep. Once the money gets shipped overseas there’s no accountability for it. After other corrupt officials in other countries take their slice of the pie, it’s funneled right back into the US but into our corrupt politicians pockets.

A corruption so deep, that the people sourced to prevent and punish the corruption, are themselves corrupt. No consequences for that behavior, means it is all spiraling out of control. As you say, "quicker than thought".

It's the non profit industrial complex. They set up these agencies that are supposed to do good things, "gender studies in the Sudan". But in fact, these agencies mostly use the money for salaries for the people at the top. It is the biggest scheme. Not only does the money get laundered overseas, it happens in the United States with a lot of non profits.

All of it gets recycled.

Money to those agencies eventually goes to contracts to well connected friends who then recycle that into campaign contributions and $10,000 - $100,000+ fees for speeches.
