Public opinion is what matters to them... most of the time. Senators and congessmen were getting 400 calls to vote against the bank bailout for every 1 telling them to vote for it. That is why the Only reason i voted for Graham was because Trump needed a "republican" for support in senate. I think he needs to be recalled now or seriously set some shit on fire up there.
