"needs testing" should only be for private charity.
When it comes to government, the law/gov should be like the statue in front of SCOTUS, blindfolded. All citizens equal.
This also greatly simplifies and reduces corruption, because the need for paperpushers/bureaucrats that do the "needs testing" go away; as does all the "sign over all your rights" just to do something like apply for FoodStamps.
People that don't "need" the benefit, can either not use it (like not walking down the sidewalk, driving down the street, not using the Park, or library); save it; or give it to someone who does (aka turns into Private charity choices that way it should be.)
Yes, it is possible to structure things, Strictly-Constitutionally Republican, that are completely opposite of Leftie things like UBI, FreeStuff, TheFED printing presses devaluing things, Obamacare/Single-Payer, etc. and which better accomplish the stated goals of a "minimum standard of living" which no American can involuntarily fall below, which doesn't require "redistributionist/Marxist crap". Thus we can drain the swamp, remove marxism, and MAGA into another Golden Age!
