I can confirm that this is the bill. It took me a bit to figure out but this bill had 3 different titles: https://www.congress.gov/bill/116th-congress/house-bill/133/titles
This is the "Consolidated Appropriations Act, 2021" I don't know if our government did this on purpose to through us off or what but they even made the title of this difficult to discern.
