Yes. Money goes overseas to other corrupt governments and NGOs. Money comes back to politicians stateside via PACs/Super PACs, private foundations (think Clinton Foundation), jobs and contracts for friends and relatives, outright bribes, etc.

Been the grift for decades. And we taxpayers pay for it all.
