I'm kinda illiterate when it comes to networking in this scale, but I would imagine a remote server connected to the internet anonymously, apart from local internet. Maybe satellite or cellular.
Nevermind i saw the interview. Guy said port. Makes more sense. They ported into the nest wifi to gain access to machine. Probably set up a satellite connection from there.
Relays are swtiches. Not sure how that would work with a voting machine.
Probably an internet relay that's encrypted.
So they are using the nest as a piggy back for comms?
